The simple answer is to ban donations over £1000. All donations must be registered with the electoral commission, no company may donate and no one person may donate any more than twice a year. You must be resident in the UK to donate. At an election every parry gets allocated exactly the same amount for campaigning and that is the only money they can use. They all get 1 tv broadcast of 5 mins. That is it, they actually have to get members out on the streets. Level the playing field by law, but none of them will do it of course.
I think the focus is on the wrong place. Grifters like Farage will always find a way around any cap on donations. It will be like trying to slam a revolving door, as you close one loop hole another one will be found and so on.
A much better way would be to put a cap on expenditure. So for example you can spend x amount per annum on promoting your party and policies and something like 10x in an election year. That would really level the playing field and then he could spend the rest of his ridiculous donations on toilet paper or more security and he wouldn't matter how much he was given he spending would be set and audited.
